It was , however , decided that in the circumstances of India , territorial representation was not suited to the people and that representation by classes and interests was the only practicable method of embodying the elective principle in constituting the Indian Legislative Councils . किंतु यह निर्णय किया गया कि भारत की परिस्थितयों में , क्षेत्रीय प्रतिनिधित्व जनता के लिए उपयुक्त नहीं है और वर्गों तथा हितबद्ध व्यक्तियों के माध्यम से प्रतिनिधित्व देना ही भारतीय विधान परिषदों का गठन करते समय निर्वचन-सिद्धांत को मूर्त रूप देने की एकमात्र व्यावहारिक विधि होगी .
